Ok so in my ingredient shelf i have a tin of Coopers pale ale though past date by 6 month, a tin of amber liquid extract (plan to make the coopers parity amber ale recipe) hut dry hop with 50g mandarina Bavaria and 50g motueka hops, to give it a real lively citrus fresh buzz, would amber work or would i be better using light liquid extract
 
I wouldn't worry about the BB date if the tin looks okay, it's been kept in a reasonably stable environment and the contents don't make you heave when you open it.

Mixing the two together should make a nice ale that looks like a light coloured Bitter but (as you point out) with a citrus hoppy flavour.

I hate a "falling down" high ABV brew so, assuming that you are going for 23 litres in the FV, I would accept whatever OG developed.
