Anyone tried rolled oats (horse feed) in a brew? Was thinking also of maybe boiling some up and then giving it a good wash, dehydrating it and using it instead of rice hulls to open up the wort?

Don't use animal grade feed...
Any reason why?
I wasn't intending using it strait from the sack, I was going to wash it then boil for 15-20 min then rinse to try and get rid of the starches/stodgy stuff and dehydrate before use.

Rice hulls are at least £3/kilo plus postage, this stuff I can get locally for 24p/kilo.

Pet food is fit for human consumption in the UK (if you are that way inclined or very hungry).
Not sure about farm animal feed though.
Also, rolled oats are dehusked. It's the husks you want to break up the mash. I'm sure these would still mash even if you boiled them first.
