I have an ancient (circa 1986) dispensing tap for 5L mini-kegs, bought when I lived in Germany - free to anyone who can make use of it. Just cover the cost of postage - probably around £4.50 - or collect from S Glos. It's probably been used less than 5 times.
It requires no CO2 cylinders and pressurises the keg by pumping air into it, thus the beer inside needs to be drunk within a couple of days of broaching. Instructions are in English & German, though it's pretty simple anyway.
TBH, I don't know if it'll even fit today's 5L kegs, but it may be worth a try?
