Lager, by definition, means "stored beer". If you want to brew something like Carling, you could probably do it in 4 weeks. But it's not lager. If it's an emergency, brew a wheat beer with Fermentis WB-06. With this warm weather, you can just about have it ready in three weeks. It's very forgiving.
