Apart from Mail Order, as you say there are not a lot of options. Wilkos for yeast, bottle caps, kits, capper etc. Tesco Direct for FVs and other bits.
But there is at least one place you can get hops and grain locally - Otley Brewery near Pontypridd. They sell ingredients. It's just something they do as a sideline really. it's best to ring them up to check they have what you need and they can get it ready for you then before you arrive. Hops are well priced, grain is a little more expensive than mail order, but for say 5KG, without postage its cheaper unless you order a big amount mail order.
They are also friendly guys, who make some great beers so you can pick up a few whilst you are there :
