stuck fermentation on first extract?

started my first extract- nearly 2 days ago and there's still no signs of fermenting

I used this yeast:

It was the frist time I've used these packs and I'm worried I didn't let it expand too much.

The og was 1.73- it should have been 1.5 something according to the box it came in.

It's been over 40 hours since pitching. Should I give it a stir? how long until I just need to pitch more yeast? and if I need to pitch more, what kind should I use- I made this extract kit

there's over an inch of stuff stuck on the bottom of the fv and a couple of small white circles on the surface (is that the beginning of fermentation?)

any suggestions would be greatly appreciated

rob thanks for the reply

the wort was the correct temp when yeast was pitched- I had cooled it down. The pack probably could have been swollen more- tbh the wort cooled much much quicker than I had thought in the bath and therefore the yeast pack wasnt given as much time as I'd planned. It's started to ferment though, so lucky I guess. Next time I'll let the pack expand more
