Fresh hop advice

I have dried and bagged some dry Cascade hops.
1. How many do I put 23 litres of wort approximately?

2. I have frozen them, do I need to sanitise them before adding them to the wort?

You would only know how much for definite if you know their alpha acid %.
Otherwise you will have to go by taste.. virtually guessing.
I'd look for a hop supplier and see what AAU their hops have and use that as a rough guide. Make some beer...if it's not what you like,adjust the amounts to suit
If you're really bothered I think you could get them tested but I suppose it won't be cheap
Another option is to bitter with something you do know then use yours as a dry hop where the bitterness doesn't really matter.
