Can anybody tell me if it will cause a short-circuit in a tea urn boiler, if a metal hop filter lays across the metal base of the tea urn . Basically will I get any problems if any metal (hop filter or wort chiller) touches the tea urn base

There shouldn't be a problem, the exposed element is not live, just hot :!:

If it's an exposed element I suppose the only danger might be creating a hot spot, if the element is 'hidden' then no problem :!:
 
As Baz said the bottom should not be live (health and safety) but you could stand off the the filter so it's a little higher and clears the element/ bottom...won't stop the flow when you turn on the tap.. :thumb:
 
No, it's fine. Just try to make sure it doesn't touch the element - not because it's dangerous, but it might scrape the coating off.
