You need to register as a brewer with HMRC. You may also need permission from Environmental Health and Trading Standards.

You'll also have to pay duty on EVERYTHING you produce, whether you sell it or not. Strictly speaking, you don't have to pay duty on experimental beers that won't get sold, but they're wise to the fact that you would be drinking them yourself and they'll class you as a consumer, so you'll end up having to pay duty on that as well.

For most people, it's not worth the bother.
 
It certainly wouldn't suprise me John, given the current financial climate.

How they'd police it on the other hand I'll leave as an exercise for the reader.
