It is just the ratio of Bittering Units to Gravity Units.

Bittering Units are usually quoted as IBU's and is driven by the bittering effect that your hop additions will add to your beer. High Alpha hops add more International Bittering Units than low Alpha hops.

Gravity Units are derived directly from your Original Gravity. An OG of 1.040 equates to 40 GU's.

For each beer "style" a desirable range for this ratio is quoted.

Tomorrow I plan a very simple beer called a Patersbier or Single Abbey style beer. The OG target is say 1.049, so 49 Gravity Units.
The IBU's that my open bags of hops might derive comes to 21 IBU's,
BU:GU is thus ~ 0.43, which is sort of in the "right" ball park for this "style".
