Why is no-one squeezing their bag?
Using 20l mash water and 4kg of grain and then pouring 4l of sparge water through the grain bag and a good squeeze, I'm getting 22l pre boil. That's giving me 18/19l post boil.
I could easily up the grain to 5kg and then dilute the wort back to 1.045/50 and still get a minimum 21l in the fv
It's perfectly possible to do "full size" brews in a 30l boiler.
 
How are you getting 21.6l in a corny? Have you fitted extra-short gas-in tubes?
21.6L in the fermenter. How do you get every last drop out of the fermenter and into the Corny?

20L in the Corny, 1.2L lost to sediment, 0.4L dumped from the fermenter's dump valve. The extra 1.6L is an allowance, tweaked over numerous batches so on "kegging day" I'm not hunting around for empty bottles in which I can put the left-overs.
 
I use a PECO and get 22-24l into my FV.
Pull my Grain bag out and sit it on a metal grill within a bottomless bucket and then sparge with pre heated water to about 27l dependent on batch size.

Simples.
